Login To Blogger Go To > Posting > Edit Pages.
Click on 'New Page' button.
Now, give your page a title and write the content and publish the page.
You may need the link of the page.For that Right click the View Page link and Copy the Page link.
After you complete the above easy steps then you are done with creating the Static Pages in blogger.
